Back in 2019, we introduced you to Shepherd of the Hills Lutheran Church in San Antonio’s “Shepherd @50” program. The church was celebrating its 50th anniversary and wanted to commemorate it in a big way. So, starting all the way back in 2015, Shepherd of the Hills began discussing the possibility of constructing a new building followed by voting to pursue the project in 2016.
Shepherd’s commitment to expanding the spaces for God’s ministry made them a natural partner for CEF. “Approaching CEF for funding was a no-brainer for us,” said Pastor Chris Kennedy. “We wouldn’t consider anyone else. CEF is very ministry minded. We want our members to support and invest with CEF.”
With that, in April 2019, the groundbreaking began.
The building will allow us to offer more programs, newer facilities, bigger spaces, and a fresh look to the front of our campus – all for the purpose of fulfilling our mission statement: “leading people into a life-changing relationship with Jesus”!

The building, with 30,238 square feet of ministry space, will include a full-size gym with double basketball courts and volleyball courts, a performance stage, a fitness room, a lobby and concession area, a music room, 12 school offices, and a large meeting room that can be partitioned into multiple rooms for Bible studies, classes, receptions, and other gatherings. These spaces, particularly the gym will be available for rent. The spaces will provide another way to serve the community as well as bring in additional income to help with the mortgage.
Before the steel delay, the building was scheduled to be completed by the end of October. The revised date of occupancy is now March 1, 2022. Texas District Church Extension Fund is blessed to walk alongside Shepherd of the Hills as they fulfill their mission.
